From the thickest string to the thinnest: E A D G B E. The low E is E2 at 82.4 Hz and the high E is E4 at 329.6 Hz.
Tune normally, then lower the thickest string by a whole step from E to D. Pick Drop D in the tuner and it will show D for that string.
A cent is one hundredth of a semitone. Most people can't hear a difference of less than about 5 cents, so within 3 cents is in tune.
